Is it still strong to recommend a certificate for cheap diamonds?

I am looking for smart colored diamonds in a setting, not wanting to spend over $ 300 dollars. Of course, I want the most beautiful and largest carat size for the money. I understand that clarity is not as important for colored stones, and most of the listings on ebay are for unsecured stones. I also understand that cheaper smart colors are due to heat treatment. How important is it to me to find a certified decorative color diamond if I only want to spend a few to three hundred dollars? Is there a general dollar breakdown that is a small enough investment that certificates are not really needed? Say I wanted a 1 CT decorative dye for 300? Will it go un-certified because it is a total crap and damaged stone, or just because it is cheap?
